About Us | Priority Counties The Foundation's Articles of Incorporation state the Foundation is to use funds "to provide economic impact assistance to economically affected or tobacco-dependent regions of North Carolina." Golden LEAF accepts applications from all communities in North Carolina. However, preference is given to projects that will benefit Golden LEAF's priority counties. Tobacco-Dependent and Tier 1, 2 and 3 Counties
The Golden LEAF Foundation has awarded grants to communities outside of the priority county listing. Projects in those communities can strengthen their application by citing negative trends in the employment rate, per capita income, poverty rate or the direct effect the project will have on employment and/or agriculture in economically distressed or tobacco-dependent counties. Priority for urban counties that are tobacco dependent applies only to projects that impact rural communities affected by the reduction in tobacco or projects that present economic opportunities to replace jobs lost in tobacco manufacturing or warehouse operations.
