Description:

This grant provides funding to the Town of Seaboard to assist with the replacement of the lagoon liner at the town’s wastewater treatment plant, which was constructed in 1935. The liner of the lagoon is perforated and floating, significantly reducing the capability of the town to accept additional wastewater. The town’s largest utility customer is West Fraser Timber Company Ltd. which operates a 155-employee, lumber manufacturing facility. The NC Department of Commerce recently awarded a $578,769 grant to support a three-phase modernization of the West Fraser facilities, retaining the 155 jobs. Department of Commerce funds will extend municipal wastewater service from West Fraser to the Seaboard wastewater system. However, the repairs to the liner of the town’s end-stage lagoon are needed to accommodate the additional flow. Golden LEAF funds will assist with construction and engineering costs to repair the lagoon.
