The purpose of the grant was to provide funding to Roanoke-Chowan Community College (RCCC) to establish the Universal Technical Training Center to serve residents in Hertford, Bertie, and Northampton counties. The Young Building on campus was renovated to provide 1,864 square feet for lab training and 200 square feet for two offices and storage space. RCCC expected to provide short-term training — lasting three to eight months — that led to industry-recognized credentials in facilities maintenance, construction trades, heavy equipment operation, agribusiness, plate welding, production technology, truck driver training (CDL), and other programs. The college aimed to serve up to 250 students annually. The college also leveraged a distance-learning grant awarded by USDA to make technical training available to residents in Lewiston Woodville, Powellsville, Windsor, Rich Square, and Conway. Golden LEAF funds were used for the renovation of the Young Building, educational materials, equipment, supplies, personnel, marketing, and scholarships.
